Personal care services are more about assistance with daily living tasks and instrumental activities (IADLs) – such as bathing, dressing, grooming, meal preparation, shopping, money management. The AHCA policy states:  PCS “provide non-medical or medically necessary assistance, in the home or in the community, with activities of daily living (ADL) and age-appropriate instrumental activities of daily living (IADL) 

Medicaid reimburses for the following services: 

• Assistance with Activities of Daily Living (ADLs)

• Assistance with age-appropriate Instrumental Activities of Daily Living (IADLs)

This service is one of the minimum covered services for all Managed Medical Assistance and Long-Term Care plans serving Medicaid enrollees.

Eligibility

Florida Medicaid recipients requiring medically necessary PCS who meet the following criteria: 

• Under the care of a physician and has an order for personal care services

• Require more extensive and continual care than can be provided through a home health visit 

• Require services that can be safely provided in the recipient's home or community

1. Assessment & Eligibility Determination: A professional assesses the person’s needs (ADLs/IADLs, medical condition) and determines whether they meet the level of care and other eligibility criteria. 

2. Care Plan: must certify the service is needed, and a care plan is created outlining what services will be delivered, how often, by whom. 

3. Provider Selection: A licensed certified personal care provider is chosen to deliver the services. The individual or family should check credentials, service scope, licensure. 

4. Service Delivery: The provider delivers services in the home or community according to the care plan—this may include regular visits, on-going assistance with daily tasks, therapy, and home modifications.
